  5.     In the tinderbox of Miami's impoverished, ethnically diverse
  6. barrios, it doesn't take much to cause an explosion. Last
  7. week's immediate spark was the acquittal of six policemen
  8. charged in the beating death of a Puerto Rican man, a suspected
  9. drug dealer. Within hours, hundreds of Puerto Rican teenagers
  10. were rampaging through the city's mostly Hispanic Wynwood
  11. section, stoning cars, overturning vehicles, torching buildings
  12. and looting scores of local stores. There were no serious
  13. injuries, but property damage totaled more than $2.9 million and
  14. 13 people were arrested.

  16.     One reason for the rioting was that, as a local resident put
  17. it, the freed defendants "were cops." Police harassment is a
  18. frequent complaint in Wynwood. But the upheaval also reflected
  19. the sense of frustration, alienation and powerlessness that
  20. prevails in the 12,300-member Puerto Rican community, which
  21. often feels overwhelmed by Dade County's 700,000-strong Cuban
  22. mainstream. Commented a local businessman: "When you have a
  23. combination of youth, unemployment, drugs and an excuse, you
  24. give rioters everything they need."
